WhatsApp AI Agent for Business: 2026 Setup and Costs

A WhatsApp AI agent for business runs on the WhatsApp Business Platform (API) and answers customers, books appointments, takes orders and sends reminders on your number. Since October 1, 2026, each number gets 1,000 free service messages a month. Extra service messages and utility messages sent inside the 24-hour window are now charged per message, at your customers' country rate.

All pricing rules below come from Meta's WhatsApp Business Platform pricing documentation as of October 2026. Meta only changes pricing on the first day of a quarter, with notice, so the next possible change is January 1, 2027.

Do you need the WhatsApp Business app or the WhatsApp Business Platform (API)?

There are two different products with similar names.

If you want an AI agent, you need the Platform. You can reach it directly through Meta's Cloud API or through a Business Solution Provider (BSP).

What can a WhatsApp AI agent do?

Most small businesses already get questions on WhatsApp that someone answers between other jobs. An agent takes the repeatable ones:

  • Answers: opening hours, prices, services, delivery areas, policies, from your own information rather than guesses.
  • Bookings: offers real open slots from your calendar, books, reschedules and cancels.
  • Orders: builds an order from your menu or catalogue and sends a payment link.
  • Reminders and follow-ups: appointment reminders with Confirm and Reschedule buttons, no-show follow-ups, order-ready alerts.

A short booking chat for a clinic looks like this:

Patient: "Hi, can I book a cleaning next week?" Agent: "Hi Sara. I have Tuesday at 10:00, Wednesday at 4:30 or Friday at 9:15 with the hygienist. Which suits you?" Patient: "Wednesday" Agent: "Booked: Wednesday at 4:30 pm. I'll remind you the day before. Reply here if anything changes."

That is how the WhatsApp side of Dentistro's AI front desk works for dental clinics, and how chat orders reach the same kitchen queue as phone orders in our SpiceHUT restaurant ordering system.

What changed in WhatsApp pricing on October 1, 2026?

Some background first. Since July 1, 2025, Meta charges per delivered message, not per conversation. Each message has a category and the price depends on the category and the recipient's country code. Messages customers send you are free.

On October 1, 2026, Meta started charging for two kinds of message that had been free:

  1. Service messages beyond the free tier. Each business phone number gets 1,000 free delivered service messages per month. From the 1,001st message onward, each one is charged at the service rate for that market. Unused free messages do not roll over.
  2. Utility messages inside the customer service window. From July 2025, a utility template sent in reply to a customer inside the 24-hour window was free. Since October 1, 2026 it is charged at the normal utility rate.

Businesses without a payment method on file by September 30, 2026 risk having service message delivery stopped once charges kick in. Eligible government and non-profit organizations keep free service messages beyond the tier through December 31, 2027.

In plain English: a busy WhatsApp line is no longer free to answer, and order or booking confirmations sent as templates now cost money even when the customer just messaged you.

What does each WhatsApp message category cost?

Meta publishes rates per currency as CSV and PDF rate cards, and on its interactive WhatsApp Business pricing page. Rates differ by country, with 39 countries priced individually and the rest grouped into regions such as North America and Other. We are not quoting per-message figures here because they vary by market and change quarterly. Check the current card for your customers' countries.

CategoryWhat it isCharged? (as of Oct 2026)
MarketingPromotions, offers, re-engagementYes, per message, by country
UtilityConfirmations, reminders, order updatesYes, including inside the 24-hour window. Volume tiers lower the rate
AuthenticationOne-time passcodesYes, per message. Volume tiers apply
ServiceFree-form replies inside the 24-hour windowFirst 1,000 per number per month free, then per message
Meta Business AgentReplies from Meta's own AI agent$2.00 per million tokens, never free

That last row matters if you are choosing how to add AI. Meta's own Business Agent is billed by tokens at one global rate of $2.00 per million. Meta says a typical message uses 20,000 to 25,000 tokens, which works out to roughly 4 to 5 cents a message. A custom agent that runs on your own model and sends normal service messages is billed as service messages, plus your model provider's charges.

Worked example: a dental clinic on one number

Say a two-chair clinic has this month on WhatsApp:

  • 1,400 free-form replies from the agent to patient questions and booking chats (service).
  • 500 appointment reminder templates sent the day before (utility).
  • 150 booking confirmation templates sent while the patient was chatting (utility, inside the window).
  • 200 patients who message first, all free to receive.

The bill:

  • Service: 1,400 − 1,000 free = 400 charged at the service rate for each patient's country.
  • Utility: 500 + 150 = 650 charged at the utility rate. Before October 1, the 150 in-window confirmations would have been free.
  • Inbound messages: free.

So the formula is (400 × service rate) + (650 × utility rate). Plug in the current rates for your market and you have the bill.

One design choice cuts it further: send booking confirmations as a free-form reply inside the open window instead of a utility template. That message then counts against the 1,000 free service messages. Keep templates for reminders, which go out after the window has closed.

How do templates, the 24-hour window and free entry points work?

The 24-hour customer service window. When a customer messages or calls your business, a 24-hour timer starts. Every new message from them resets it to 24 hours. While it is open, you can send free-form messages. When it closes, you can only send pre-approved template messages, and the customer must have opted in.

Templates. Reminders, confirmations and offers sent outside the window must be templates approved by Meta, with a category. Submit them early in a project, because approval can hold up launch.

Free entry points. If a customer messages you from a Click-to-WhatsApp ad on the Android or iOS app and you reply within the service window, your reply is not charged and opens a free entry point window. Meta's documentation says that window may stay open for up to 7 days. Many third-party guides still say 72 hours, so go by Meta's page. Meta Business Agent messages are still charged inside it.

How should a WhatsApp AI agent hand a chat to a human?

Clear handover rules are what separate a useful agent from an annoying one. The ones we use:

  • The customer asks for a person: hand over immediately.
  • Complaints, refunds and payment disputes.
  • Anything medical, legal or safety-related.
  • The agent fails to understand the same request twice.
  • Large or unusual orders above a set value.

On handover, the agent tells the customer someone will reply, tags the chat in your team inbox, and attaches a short summary. Staff reply on the same thread, inside the same 24-hour window. If no one is available after hours, the agent says when the team will be back, and the follow-up goes out as a template the next morning if the window has closed.

How long does a WhatsApp AI agent take to build and what does it cost to run?

A focused WhatsApp agent that answers questions and books or takes orders is usually live in four to eight weeks. A typical plan:

  1. Week 1: Meta business verification, phone number setup, payment method on file, and template submissions.
  2. Weeks 2 to 4: Agent logic, your FAQ and menu or service data, calendar or POS connection, handover inbox.
  3. Weeks 5 to 6: Internal testing with staff, then a soft launch on real chats.
  4. Weeks 7 to 8: Tighten replies from transcripts, add reminders and follow-ups.

Running cost has three parts: Meta's message charges as above, your model provider's token charges, and hosting, which is small for one business. If you add phone calls, see our AI voice agent cost breakdown for per-minute math. For a clinic running calls and WhatsApp from one agent, our post on AI receptionists for dental clinics lays out the combined costs.

Shorai Studios, an AI studio that builds WhatsApp and voice agents for small businesses in Canada, Pakistan and elsewhere, quotes AI solutions from $1,000. Agents work in English, Urdu and Roman Urdu, which matters for WhatsApp chatbots in Pakistan where customers switch languages mid-message. The Meta account, number and data stay in your name.

FAQ

Is WhatsApp Business API free?

Not entirely. Messages customers send you are free, and since October 1, 2026 each business phone number gets 1,000 free service messages a month. Beyond that, Meta charges per delivered message by category and by the recipient's country. Template messages such as marketing, utility and authentication are charged, and providers may add their own fees on top.

Are WhatsApp service messages still free after October 2026?

Only the first 1,000 per business phone number each month. From October 1, 2026, Meta resumed charging for service messages from the 1,001st delivered message onward, at a rate that varies by market. Unused free messages do not roll over. Eligible government and non-profit organizations keep free service messages beyond the tier through December 31, 2027.

Can I use an AI chatbot on WhatsApp Business?

Yes, on the WhatsApp Business Platform, also called the API. You connect your number to the Cloud API or a provider, and your agent receives each customer message through a webhook, decides the reply and sends it back. The free WhatsApp Business app is built for people replying by hand and is not suited to running an AI agent.

Who pays for WhatsApp messages, the business or the customer?

The business. Customers pay nothing beyond their own mobile data, and messages they send to you are free for both sides. Meta bills the business per delivered message based on its category and the customer's country code. If you use a provider, they bill you and may add a markup or a monthly platform fee.

What is the 24-hour customer service window?

When a customer messages or calls your business, a 24-hour window opens. Each new message from them resets it. Inside that window you can send free-form replies. Outside it you can only send pre-approved template messages. Since October 1, 2026, both free-form replies beyond 1,000 a month and utility templates sent inside the window are charged.

Can a WhatsApp bot book appointments?

Yes. A WhatsApp AI agent connected to your calendar can offer open slots, book, reschedule and cancel, then send reminders as approved utility templates with buttons like Confirm and Reschedule. This is how the WhatsApp side of an AI front desk works for clinics, salons and service businesses. It should hand over to staff for anything outside its rules.

Do I need a BSP to use WhatsApp API?

No. You can connect directly to Meta's Cloud API with a Meta business account, a verified business and a phone number. A Business Solution Provider can make setup easier and offers inboxes and tools, but usually adds fees. If you are building a custom AI agent anyway, going direct keeps costs lower and the account in your name.
